Financing Our Future
The Fourth International Conference on Financing for Development (FFD4) provides a unique opportunity to reform financing at all levels, including to support reform of the international financial architecture and addressing financing challenges preventing the urgently needed investment push for the SDGs. FFD4 Conference will be held in FIBES Sevilla Exhibition and Conference Centre.
The International Conferences on Financing for Development are the only space where leaders from all governments, along with international and regional organizations, financial and trade institutions, businesses, civil society and the UN System unite at the highest levels, fostering stronger international cooperation.
While much attention recently has been focused on the international aid crisis, this represents a very small proportion of development and humanitarian funding. The decadal financing for development conference (FfD4) will discuss all of the different—more significant—sources of finance for development as recognized in the Transforming Education Summit Action Track 5.

As governments, civil society and private sector actors gather to define the next decadal agenda of financing for development, the education community will be represented in three ways:
NORRAG will present evidence on a variety of financing approaches at an exhibition booth.

Side events
Member states in-person event: “Driving Transformational Change in Financing Essential Public Services: The Case of Education” Organised by France, Republic of Cote d’Ivoire, Council of Europe Development Bank, GPE, UNESCO and Finance in Common (concept note attached). The side event will focus on innovative financing for education, showcasing scalable models and proven solutions (such as progressive taxes, innovative fiscal policies, earmarked funds, public financial management, and debt swaps), and will also explore the strategic use of ODA. The outcome will be a joint statement from the co-organizers, laying the groundwork for an integrated and sustainable education financing framework. Jul 1, 2025 08:30 AM
