Event Highlights: KIX EMAP at the SEA-PLM Diplomatic Briefing and Policy Roundtable

KIX EMAP participated in the SEAMEO Diplomatic Briefing on the High-level Launch of the SEA-PLM Pluriannual Strategic Framework 2026-2031 and Policy Roundtable Discussion on SEA-PLM 2024.

Foundational learning is an increasingly critical priority for Southeast Asia, with countries across the region working through the Southeast Asia Primary Learning Metrics (SEA-PLM) programme to generate evidence, strengthen evidence-to-policy linkages, and inform reforms towards quality and equitable basic education for all children.

Following the successful implementation of the SEA-PLM 2024 cycle, the SEAMEO Secretariat, through the SEA-PLM Regional Secretariat, convened a Diplomatic Briefing on 17 July 2026 in Bangkok, Thailand, to launch the SEA-PLM Pluriannual Strategic Framework 2026–2031. Supported by the Government of the Republic of Korea through the ASEAN-Korea Cooperation Fund, the briefing reaffirmed regional commitments to improving foundational learning and strengthening partnerships to support the sustainability and future direction of SEA-PLM.

The Diplomatic Briefing was followed by a Policy Roundtable Discussion on SEA-PLM 2024 evidence on teachers and other school-level factors influencing learning outcomes. The roundtable brought together policymakers, researchers, and development partners to examine emerging findings on teachers and teaching conditions, and discuss their implications for education policy and practice across Southeast Asia.

The KIX EMAP Hub participated in both events, contributing to regional dialogue on the use of evidence to strengthen education policy and advance foundational learning across Southeast Asia. Given the continued prioritisation of teachers and teaching across KIX EMAP countries in Southeast Asia, the SEA-PLM 2024 findings and the opportunity to engage with policymakers and regional partners around their implications are particularly relevant to the Hub’s work in the region.
