NORRAG serves on UNESCO Expert Group on digitalisation and education

The UNESCO Expert Group on digitalization and education examines how to make strategic investments in education amid ongoing digital transformations. This series of meetings convenes leading specialists in education, technology, economics, and development finance to exchange evidence and insights on the effective deployment of digital tools to broaden access and strengthen learning outcomes.

Education systems globally are confronting a severe funding shortfall that threatens to undo decades of progress toward universal access and quality learning. In addition to the risk of reduced enrolment, the quality of education is increasingly under pressure. In this constrained financial landscape, the need for well-targeted investments in education has become critical.

Although technology offers significant opportunities to widen access, enhance teaching, and tailor learning to individual needs, it is not a stand-alone solution. With new digital tools entering classrooms faster than their impact can be fully evaluated, education systems must resist technological hype and instead base decisions on principles of equity and efficiency.

In this context, UNESCO is convening a series of Expert Group Meetings in November and December 2025 to explore how countries are incorporating digital technologies into their education systems and to determine what constitutes a smart and effective investment.

Meeting 1: Understanding the landscape: Does technology help improve access to and quality of learning?

Meeting 2: Getting it right: How can digital solutions be better designed, deployed, and governed to promote equity in access and improve outcomes of learning?

Meeting 3: Pathways for smarter investments: Which investments are most strategic to translate digital opportunities into stronger learning outcomes?
