Rapid Customised Country Support in Indonesia: Learning Cycle on the use of data for education policies
The KIX EMAP Hub is launching a Rapid Customised Country Support (RCCS) activity in Indonesia in response to a request from the Ministry of Primary and Secondary Education (MoPSE).
The RCCS will build on the GPE KIX EMAP Learning Cycle approach developed by NORRAG. Learning Cycles are professional development opportunities offered to national education experts to analyse, contextualise, and produce new knowledge through carrying out policy analysis in relevant thematic areas.
As part of this RCCS, a customised Learning Cycle will be developed and offered to approximately 40 national experts from Indonesia, composed of education administrators, researchers and policymakers. The RCCS, through the Learning Cycle, aims to strengthen the capacity of selected national education experts to analyse existing national and international datasets and to carry out research to analyse, inform and strengthen education policies in Indonesia.
The Learning Cycle will run from October 2025 to February 2026 and encompass two phases. The first phase of the Learning Cycle will include a series of training modules for identified participants on core skills pertaining to the effective use of data for informing policy and planning processes. In the second phase, participants, in multi-institutional teams of 6-7 individuals, will develop policy-oriented knowledge products (such as policy briefs) in the areas of foundational competencies, socio-emotional learning, and equity.
Participants will receive a certificate upon completion of their knowledge products, and will also be supported to promote the dissemination and uptake of their policy briefs through relevant platforms.
Ultimately, the RCCS aims to support better utilisation of education data in Indonesia to provide policymakers with systematic feedback on several policies to transform student learning and strengthen Indonesia’s overall education landscape.
