Event Highlights: KIX EMAP Skills-Strengthening Workshop: Monitoring the Right to Education

On 26 and 27 November 2025, the KIX EMAP Hub, in partnership with the Right to Education Initiative, organised a workshop focused on monitoring the right to education. This was the second workshop in the KIX EMAP Skills-Strengthening Workshop Series. The workshop received over 250 applications, with nearly 80 selected participants attending the two-day workshop. 

The workshop was designed to help education stakeholders to recall the content of the right to education and why we monitor it, strengthen knowledge and skills on monitoring with specific tools, understand the role of each stakeholder, and guide the contextualisation of the monitoring tools. The interactive workshop included question and answer sessions, breakout room discussions, and exercises to ensure participant engagement.

Day 1 began with introductory remarks from José Luís Canêlhas, Director of the KIX EMAP Hub. This was followed by an introduction from Delphine Dorsi, Director of the Right to Education Initiative (RTE). The day focused on the basics of monitoring the right to education, giving participants an overview of the legal frameworks guaranteeing the right to education, the content of the right, states’ obligations, and what monitoring involves from a human rights perspective, alongside the presentation of practical resources. 

Throughout the session, participants engaged in interactive Mentimeter activities, sharing their reflections on the reasons for monitoring the right to education, their understanding of the legal framework, and the stakeholders involved in monitoring processes. These discussions were complemented by facilitators, who further clarified key concepts related to these topics.

At the end of Day 1, the participants received reading materials to prepare for their thematic breakout room of choice for Day 2: Early Childhood Care and Education (ECCE); Access to and Participation in Education; or Private Actors’ Involvement in Education.

Day 2 started with a discussion driven by questions from the participants about monitoring the right to education.  Afterwards, the participants joined thematic breakout rooms to continue the discussions, reflect on the assigned reading materials, and engage in interactive Mentimeter activities.

The facilitators of each breakout room opened an inclusive space for dialogue by addressing participants’ questions and encouraging active exchange, during which participants shared reflections from their country contexts. The interactive discussions focused on key thematic areas, including challenges and barriers to participation in education, national legal frameworks guaranteeing the right to education, the implementation of ECCE at the country level, global legal and political commitments to ECCE, and the role of the private sector in education. Through these activities, participants compared experiences across countries and discussed practical challenges and policy gaps, ensuring high levels of engagement and meaningful participation throughout the session.

The session concluded with the facilitators’ team sharing key points from the breakout rooms. The workshop closed with remarks from Marina Dreux Frotté, KIX EMAP Education Policy, Evaluation, and Learning Lead.
